【摘要】:1GeneralThisEuropeanStandarddefinesthesafetyprogrammeandthetechnicalsafetyrequirementsthatareimplementedinordertocomplywiththesafetypolicyasdefinedinISO14300-2.Itisintendedtoprotectflightandgroundpersonnel,thelaunchvehicle,associatedpayloads,groundsupportequipment,thegeneralpublic,publicandprivateproperty,andtheenvironmentfromhazardsassociatedwithspacesystems.LaunchsiteoperationsaredescribedbyISO14620-2.Thesafetypolicyisappliedbyimplementingasystemsafetyprogramme,supportedbyriskassessment,whichcanbesummarizedasfollows:a)hazardouscharacteristics(systemandenvironmentalhazards)andfunctionswithpotentiallyhazardousfailureeffectsareidentifiedandprogressivelyevaluatedbyiterativelyperformingsystematicsafetyanalyses;b)thepotentialhazardousconsequencesassociatedwiththesystemcharacteristicsandfunctionalfailuresaresubjectedtoahazardreductionsequencewhereby:1)hazardsareeliminatedfromthesystemdesignandoperations;2)hazardsareminimized;3)hazardcontrolsareappliedandverified.c)therisksthatremainaftertheapplicationofahazardeliminationandreductionprocessareprogressivelyassessedandsubjectedtoriskassessment,inorderto:1)showcompliancewithsafetytargets;2)supportdesigntrades;3)identifyandrankriskcontributors;4)supportapportionmentofprojectresourcesforriskreduction;5)assessriskreductionprogress;6)supportthesafetyandprojectdecision-makingprocess(e.g.waiverapproval,residualriskacceptance).d)theadequacyofthehazardandriskcontrolmeasuresappliedareformallyverifiedinordertosupportsafetyvalidationandriskacceptance;e)safetycomplianceisassessedbytheprojectandsafetyapprovalobtainedfromtherelevantauthorities.2FieldofapplicationThisEuropeanStandardisapplicabletoallspaceprojectswhereduringanyprojectphasethereexiststhepotentialforhazardstopersonnelorthegeneralpublic,spaceflightsystems,groundsupportequipment,facilities,publicorprivateproperty,ortheenvironment.Theimpositionoftheserequirementsontheprojectsuppliers'activitiesrequiresthatthecustomer'sprojectproductassuranceandsafetyorganizationalsorespondtotheserequirementsinamannerwhichiscommensuratewiththeproject'ssafetycriticality.3TailoringWhenviewedfromtheperspectiveofaspecificprogrammeorprojectcontext,therequirementsdefinedinthisEuropeanStandardshouldbetailoredtomatchthegenuinerequirementsofaparticularprofileandcircumstancesofaprogrammeorproject.NOTETailoringistheprocessbywhichindividualrequirementsofspecifications,standardsandrelateddocumentsareevaluated,andmadeapplicabletoaspecificprogrammeorprojectbyselection,andinsomeexceptionalcases,modificationofexistingoradditionofnewrequirements.
